Surely the issue here is that rules were broken. The first rule may have been petty but it was a rule none-the-less. That then escalated into a series of rule breakerage in which the school had little choice but to follow through step by step. In the olden days they would've taken the birch to him. Or ducking stool. Both would have ensured he never did it again. Ah but is it just ‘an apple’? Surely the issue here is that rules were broken.
